This work describes a project developed by FaCENA and the Municipality of Yatay
Ti Calle in the province of Corrientes, Argentina. The project aimed to create a Rural
Digital Point to improve digital literacy in rural communities with little access to
digital platforms. The project was structured in three phases: the design of a quality
and operational manual, the construction of a web application and the launch of
the Rural Digital Point in Yatay Ti Calle as a pilot test. Practices based on the ISO
9001 standard were adopted to ensure the quality of the service and as a mechanism for replication and improvement of other possible Rural Digital Points in the rest of
the province. The operational manual included general and specific procedures to
guarantee an effective quality management system as indicated by regulations. The
project also planned an annual quality plan and conducted internal and external audits
for continuous improvement. The main result was the creation of a documentary and
technological system replicable for other rural locations, improving communication
and transparency between citizens and public administration.
