The interaction of the actors in the smart city projects of an intermediate city in Argentina: a network analysis

This study analyzes the role played by different actors in the implementation of smart cities projects. Smart City projects developed in the city of Bahía Blanca, Argentina during the last decades are examined. From social network analysis and based on primary and secondary sources, the network of linkages between different actors: local government, academy, firms, civil society and other governments is characterized. Results indicate there is a star network type and the municipality of Bahía Blanca is the main actor, among other 18 actors. Contrary to other types of innovation projects, citizens do participate but coordination is from top to bottom. Besides, the presence of external actors is also identified.
