The problem of access to urban land is structural in Latin American cities. The restriction on access to urban land contributed to the proliferation of popular neighborhoods. The subsequent ownership regularization and ex post socio-urban integration of these neighborhoods is much more expensive and complex in terms of implementation of public policies, and generates a vicious circle of informality. This reality has led to the spread of the discussion on the need to apply regulations in the urban land market that allow capital gains to be captured for redistribution, mobilizing idle land, recovering disused or underutilized public land, among other measures. The objective of this work is to prepare a review on the implementation of land management instruments, emphasizing the conceptual frameworks from which they are nourished and relieving existing applications.
